This R-J story has it that we have a $3.8 billion "shortfall" in our highway budget through 2015. Rather odd, considering that the Governor proposes that we spend $694 million in 2008 and $704 million in 2009 on transportation. Thats a lot of scratch. $1.398 billion by my count...calling it $700 million per year, by 2015 we will spend $5.6 billion. Whence comes this "shortfall"? Ah, there we get into the weird world of government budgeting.
You see, it isn't a matter that with $700-odd million per year that the government is going to prioritise and figure out which projects are absolutely vital and which can be pushed out to a later year, or not be done at all. It is a matter that with that $700 million per year, its not enough to do everything that everyone in Carson City wants to do vis a vis highways. And if we don't get that spending approved, then it'll be called a budget cut.
Don't get me wrong: as a resident of Las Vegas, I can think of all sorts of road improvements which are needed...but, driving around the area, I can also think of some that are happening and are less vital. As a for-instance: my in-laws live out in Pahrump and ever other year or so, the highway department gets out there and scrapes all of the brush off the road median (which is quite wide, if you haven't driven 160 out that way), as well as clearing it back from the right and left side of the roadway for about 10 our 12 feet per side. I've considered this for a while and tried to figure out what is the crying need for this, and I'm coming up empty...perhaps there are some things in the transportation budget which can be trimmed? Maybe a bit more money into, say, widening the 95 north of Craig, and a little less money mowing the lawn along 160 in the middle of nowhere?
The problem with our city, county, State and federal budgets is entirely in this: the government is spending other people's money and all of them are only interested in getting the most votes out of the spending. If you showed a politician a project to pave the Grand Canyon and convinced him that it would help him get re-elected, he'd at least give the project long and serious consideration. My worry is that the Nevada I moved to back in 1995 and fell in love with is starting to fade away - that we're just becoming California Lite...taxing and spending ourselves into oblivion.
Our hope is in Governor Gibbons, but even he's proving a bit wobbly on the matter of spending - but fortunately everyone in Cason City seems deathly afraid of tax increases, and that is our half a loaf we might have to be satisfied with...but it is also time for grass roots Republicans to take charge in the Assembly elections next year - lets see if some hard charging GOP conservatism can get us an Assembly majority and then see if we can actually hold the line on spending. It can happen. Really.
